CITIZENS’ POLITICAL PARTICIPATION AS A TOOL OF SUSTAINABLE DEVELOPMENT IN DEVELOPING DEMOCRACIES: THE NIGERIAN EXPERIENCE

Abstract

Political participation remains a central pillar of democratic governance and a critical driver of sustainable development, particularly within developing democracies such as Nigeria. Despite the emphasis on economic growth, technological advancement, and institutional reforms in development discourse, the role of citizens’ political engagement is often underexplored. This paper examines how citizens’ political participation contributes to sustainable development in democratic societies. Anchored in Participatory Democracy Theory and the Capability Approach, the study argues that inclusive political engagement enhances institutional accountability, improves policy responsiveness, promotes social inclusion, and supports equitable socio-economic development. Adopting a qualitative analytical approach based on theoretical synthesis and recent empirical literature, the paper conceptualises political participation not only as a democratic right but also as a strategic mechanism for achieving sustainable development outcomes. It further interrogates contemporary challenges limiting effective participation, including political apathy, socio-economic inequality, digital misinformation, and institutional fragility, particularly in developing democracies. The analysis reveals that weak citizen engagement undermines governance effectiveness and slows progress toward sustainable development goals. Conversely, active and inclusive participation strengthens democratic institutions and fosters long-term development. The paper concludes that sustainable development cannot be achieved without deliberate efforts to deepen citizen participation across both formal and informal political spaces. It recommends strengthened civic education, participatory governance reforms, inclusive political representation, adoption of digital engagement platforms, and improved accountability mechanisms to enhance citizens’ political participation and development outcomes.
